How far are candidates penalised for exceeding the word limit?

Exceeding the word limit will not in itself be a reason to penalise, however much will depend on the relevance and focus of the content. If the additional content is more irrelevant than relevant, lacking focus on the question, then the candidate’s work is likely to be self-penalising.
