Should my students answer questions on exam papers in pseudocode or program code?

This depends upon the question asked. If candidates are asked to write a solution in pseudocode, then that is precisely what they should do. If a question asks to write a solution in program code, then the candidate is expected to answer in one of the programming languages stated in the syllabus, in other words Python, Visual Basic or Java.
