If a candidate has chosen to write their answers to the Listening component in pinyin instead of Chinese characters, there is no requirement for them to use tones on the pinyin. However, the answer must be completely unambiguous within the context. In cases where words share the same pinyin, but with different tones, it may be clearer to use tones in those cases, to make sure candidates show they have understood what they have heard correctly.
